Overview of Assessment Validation

Registered Training Organisations (RTOs) handle various responsibilities after becoming registered, which include yearly declarations, AVETMISS data submission, and marketing compliance. Among these tasks, assessment validation frequently stands out. While validation has been reviewed in multiple publications, let's return to the basics. ASQA (Australian Skills Quality Authority) defines assessment review as quality assurance of the assessment procedure.

Essentially, validation of assessments is about identifying which parts of an RTO’s evaluation process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015 regulations, RTOs must ensure their assessment systems, including RPL, meet the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards specify two forms of validation. The first type of validation of assessments guarantees adherence to the training package assessment requirements within your organisation's scope. The subsequent validation verifies that assessments follow the principles of assessment and rules of evidence. This indicates that we perform validation in both pre- and post-assessment stages. This article will concentrate on the initial type—validation of assessment tools.

Types of Assessment Validation

- Assessment Tool Validation: Often termed pre-assessment validation or verification, pertains to the primary part of the rule, aimed at ensuring all unit requirements are met.
- Post-Assessment Validation: Concerns the implementation, confirming that RTO assessments follow the Principles of Assessment and Rules of Evidence.

Process of Conducting Assessment Tool Validation

When Should Assessment Tool Validation Be Conducted?

The purpose of assessment tool validation is to ensure that all aspects, performance criteria, and evidence of performance and knowledge are addressed by your evaluation tools. Therefore, whenever you obtain new training materials, you must conduct validation of assessment tools before students use them. There's no need to wait for your next 5-year cycle validation schedule. Check new materials immediately to verify they are suitable for student use.

Nevertheless, this isn't the only time to perform this type of validation. Perform validation of assessment tools also when you:

- Upgrade your resources
- Expand with new training products on scope
- Compare your course with training product updates
- Flag your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

What Training Products Need Validation?

Keep in mind that this validation guarantees adherence of all training materials before being used. All RTOs must validate materials for each subject unit.

Resources Needed to Start Assessment Tool Validation

To start assessment tool validation, you will need the complete set of your training materials:

- Mapping Document: The first document to review. It identifies which assessment tasks meet unit requirements, helping with faster validation.
- Student Workbook: Ensure it is suitable as an assessment resource during validation. Check if guidelines are clear and input fields are sufficient. This is a common issue.
- Marking Guide: Also ensure if directions for evaluators are sufficient and if clear benchmarks for each assessment item are provided. Clear criteria are crucial for reliable assessment outcomes.
- Other Related Resources: These may include evaluation checklists, logs, and forms developed separately from the student workbook and evaluation guide. Validate these to ensure they suit the assessment activity and meet course unit requirements.

Validation Panel

Standard 1.11 specifies the requirements for members of the validation check it out panel. It states assessment validation can be performed by one or more people. However, RTOs usually require all educators and assessors to participate, sometimes including sector experts.

Collectively, your assessment validation panel must have:

- Vocational Skills and Current Industry Skills relevant to the unit under validation.
- Current Knowledge and Skills in Vocational Training.
- Either of the following certifications for training and assessment:
- TAE40116 Training and Assessment Certificate IV or its successor.

Principles of Assessment

- Fairness: Is the assessment process fair and equitable for all candidates?
- Versatility: Is the assessment adaptable to different needs and preferences of candidates?
- Accuracy: Is the assessment an accurate tool for evaluating the required skills and knowledge?
- Reliability: Will the assessment produce consistent results every time?

Rules of Evidence

- Relevance: Is the evidence relevant to the skills, knowledge, and attributes described in the unit of competency?
- Completeness: Does the evidence adequately demonstrate the required skills and knowledge?
- Originality: Is the evidence genuine and truly representative of the candidate's abilities?
- Timeliness: Are the assessment tools based on current units of competency and up-to-date industry practices?

Important Factors in Assessment Validation

Pay attention to the action words in the unit specifications and ensure they are addressed by the evaluation task. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

- Change nappies
- Feed babies with bottles and clean equipment
- Prepare solid food and feed babies
- React suitably to baby signals and cues
- Get babies ready for sleep and settle them
- Supervise and support age-appropriate physical activities and motor development

Common Pitfalls

Asking students to describe the nappy-changing process for babies under 12 months old does not meet the unit requirement. Unless the unit criteria is meant to evaluate underlying knowledge (i.e., knowledge-based evidence), students should be performing the tasks.

Mind the Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby is not sufficient.

All or Nothing Competence

Pay attention to lists. As mentioned earlier, if students perform only half the tasks listed, it’s non-compliant. Each evaluation task must address all specifications, or the student is incompetent, and the evaluation tool is non-compliant.

Provide Specific Details

Each assessment item must have clear and specific standard answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your directions do not baffle students or evaluators.

Double-Barrelled Questions: Avoid Them

Not using double-barrelled questions makes it more straightforward for students to respond and for assessors to accurately evaluate student competence.

Ensuring Audit Compliance

Considering these requirements, you might wonder, “Do resource developers offer guarantees for audits?” However, with these assurances, you must wait for an audit before they help rectify noncompliance. This affects your compliance history, so it's better to take a preventative and compliant approach.

By following these guidelines and understanding the assessment principles and Rules of Evidence, you can ensure that your assessment methods are compliant with the requirements set by ASQA and the SRTOs 2015.
